The WHO clock should be showing the date 1st April 1984.
We've been stuck on that date for quite some time, and it looks like we'll be there for the foreseeable future.

The date was17/05, Monday is 18/05. How do either of those affect a time/year combo of 20.20.20 2020?

And it will be 20:20 and 20 seconds in year 2020 every single day between now and 31st December. Then next year it will be 21:21 and 21 seconds in year 2021 every single day.
